Standard Marine Communication Phrases (SMCP)
A set of internationally agreed-upon phrases used to ensure clear, concise, and unambiguous communication at sea, particularly between vessels and shore stations.
Standard Marine Communication Phrases (SMCP) were developed by the International Maritime Organization (IMO) to enhance safety at sea by reducing the risk of misunderstandings caused by language barriers. They provide a structured and uniform way for seafarers of different nationalities to communicate essential information, especially during navigation, manoeuvring, distress situations, and port operations. The SMCP cover a wide range of scenarios, including ship-to-ship and ship-to-shore communications, onboard instructions, and emergency procedures.
The phrases are designed to be used in spoken English, with simplified grammar and vocabulary to ensure clarity, even when speakers are not fluent in English. They include standard responses and question formats, including pro-words, allowing for predictable and efficient exchanges. For example, phrases such as “What is your position?” or “I require assistance” are part of the standardised set.
Use of SMCP is encouraged on all vessels and is mandatory under the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), particularly for officers in charge of a navigational watch. By adhering to SMCP, maritime personnel can significantly reduce the likelihood of miscommunication, which is a known contributing factor in many marine incidents.
