The vessel required to keep clear of another under the collision regulations.

This vessel should take early and clear action so the other vessel can understand what is happening. The required action depends on the situation, such as crossing, overtaking, meeting head-on, or the relative responsibilities of sailing and power-driven vessels. Alterations should be large enough to be obvious and made in good time. The other vessel may be the stand-on vessel, but both skippers still need to avoid collision.
