In Harbor: “The ship is under quarantine.” This indicates that the vessel is not allowed to engage in normal operations or disembark personnel or cargo until cleared by health authorities.

At Sea: “You should stop your vessel immediately.” This signal instructs other vessels to cease movement, often for safety or compliance checks.

Nautical or signal flags are used at sea to convey messages over long distances. Only black, blue, red, white and yellow are used because these are the only colours readily distinguished at sea. Many different coding schemes have been used, but the International Code is the most common.
